SALARY: $97,147.23 - $118,064.54

Under general direction, supervise and direct the activities of the Survey, Mapping, Utility Locating and Right-of-way Acquisition Programs within the Engineering Line of Business of the Public Works Department; seal required documents as Professional Land Surveyor.

Ideal Candidate Profile

The ideal candidates will have the following knowledge, skills and abilities:

  • Knowledge of applicable City, State & Federal regulations and standards governing the division and adjustment of land boundaries, Right-of-Way Acquisition, and Property Right Title.
  • Understanding of public work procurement processes, standards and documentation practices associated with all types of public work projects.
  • Ability to manage surveying, mapping, utility locating, and Right-of-Way acquisition for multiple public work and private development projects occurring at the same time.
  • Strong oral and written communication skills.
  • Demonstrated strong leadership and mentorship of staff.

Essential Functions

The essential functions of this position include but are not limited to:

1. Serve as official City Surveyor and apply Washington State Professional Land Surveyor seal on necessary documents.

2. Manage the City’s vision in Land surveying, mapping, utility locating and right-of-way acquisition.

3. Responsible for the overall effectiveness, efficiency, and accuracy of the City’s survey field work and mapping.

4. Perform full supervisory function of assigned staff, including developing work plans and schedules; employee development and training; employee selection, performance review, and discipline.

5. Manage survey and right-of-way acquisition consultant contracts.

6. Research various survey related issues, including ownership, legal descriptions, quantity and shape of City-owned property, rights-of-way, and private ownerships.

7. Responsible for the checking and/or writing of property legal descriptions for the City.

8. Review all platting within the City for compliance with state and local codes and standards.

9. Responsible for the City’s horizontal and vertical control networks.

10. Manage the city survey, mapping, utility locating and right-of-way acquisition programs.

11. Perform mathematical checks and coordinate survey requirements for private development.

12. Act as the lead right-of-way agent for City property right acquisitions. Responsible for compliance and coordination with various Federal, State, and local requirements. Develop appropriate assessment method, present information to participants, and consult with individuals or organizations to negotiate specific project solutions.

13. Develop and manage the survey, mapping, utility locating and right-of-way acquisition program budgets in conjunction with the City Engineer.

14. Manage projects including scope of work, consultant contracts, performance evaluation, and meeting project time and budget objectives.

15. Punctual, regular and reliable attendance is essential for successful job performance.

Typical Qualifications

Knowledge/Skills/Abilities:

1. Thorough knowledge of survey principles, practices, and preparatory procedures used in control, route, construction, property, and topography survey.

2. Thorough knowledge of trigonometry and analytical geometry and their application to surveying.

3. Knowledge of proper use and adjustment of surveying instruments and equipment.

4. Knowledge of the sources and methods of obtaining data from survey records.

5. Knowledge of geodetic surveying and photogrammetry.

6. Knowledge of the nomenclature, symbols, methods, practices, techniques, and instruments used in plotting and mapping surveys.

7. Knowledge of computer applications of survey work.

8. Knowledge of proper right-of-way acquisition procedures.

9. Knowledge of municipal budget preparation and process.

10. Knowledge of supervisory principles and practices.

11. Skill in drafting to prepare neat and accurate notes, drawings, sketches, field maps and documents for filing with the County Auditor.

12. Ability to read and interpret complex maps and property descriptions to establish and maintain records and files of survey data.

13. Ability to operate computers and survey instruments and to instruct others in their proper use and care.

14. Ability to instruct others in proper survey methods and procedures.

15. Ability to search survey records, compile, and analyze survey data.

16. Ability to be an active participant and supervise, organize, assign, lead, and motivate a service-oriented team.

17. Ability to deal courteously and effectively with representatives of other organizations and the public.

18. Ability to prepare clear, concise, and complete reports.

Experience/Education:

1. Eight years progressively responsible field and office survey experience required.

2. Education may substitute on a year for year basis for the experience as allowed by law.

Two years of supervisory experience is required.

Special Requirements:

1. Must possess a Washington Professional Land Surveyor license and a valid Washington State Driver’s License.
