Job Description
Responsible for reporting daily to the project surveyor on project status. Independently leads survey crew members and or can work alone. Coordinate on-site with clients, contractors, and other consultants to efficiently complete daily tasks. Perform processing and reduction of field data, and survey computations in office.

The essential functions of this position include but are not limited to:
1. Serve as official City Surveyor and apply Washington State Professional Land Surveyor seal on necessary documents.
2. Manage the City’s vision in Land surveying, mapping, utility locating and right-of-way acquisition.
3. Responsible for the overall effectiveness, efficiency, and accuracy of the City’s survey field work and mapping.
4. Perform full supervisory function of assigned staff, including developing work plans and schedules; employee development and training; employee selection, performance review, and discipline.
5. Manage survey and right-of-way acquisition consultant contracts.
6. Research various survey related issues, including ownership, legal descriptions, quantity and shape of City-owned property, rights-of-way, and private ownerships.
7. Responsible for the checking and/or writing of property legal descriptions for the City.
8. Review all platting within the City for compliance with state and local codes and standards.
9. Responsible for the City’s horizontal and vertical control networks.
10. Manage the city survey, mapping, utility locating and right-of-way acquisition programs.
11. Perform mathematical checks and coordinate survey requirements for private development.
12. Act as the lead right-of-way agent for City property right acquisitions. Responsible for compliance and coordination with various Federal, State, and local requirements. Develop appropriate assessment method, present information to participants, and consult with individuals or organizations to negotiate specific project solutions.
13. Develop and manage the survey, mapping, utility locating and right-of-way acquisition program budgets in conjunction with the City Engineer.
14. Manage projects including scope of work, consultant contracts, performance evaluation, and meeting project time and budget objectives.
15. Punctual, regular and reliable attendance is essential for successful job performance.
Knowledge/Skills/Abilities:
1. Thorough knowledge of survey principles, practices, and preparatory procedures used in control, route, construction, property, and topography survey.
2. Thorough knowledge of trigonometry and analytical geometry and their application to surveying.
3. Knowledge of proper use and adjustment of surveying instruments and equipment.
4. Knowledge of the sources and methods of obtaining data from survey records.
5. Knowledge of geodetic surveying and photogrammetry.
6. Knowledge of the nomenclature, symbols, methods, practices, techniques, and instruments used in plotting and mapping surveys.
7. Knowledge of computer applications of survey work.
8. Knowledge of proper right-of-way acquisition procedures.
9. Knowledge of municipal budget preparation and process.
